SENQU LOCAL MUNICIPALITY TRANSPORT STATUS QUO DRAFT REPORT
EXECUTIVE SUMMARY
This Status Quo Report documents the findings of Phase 2 of the Integrated Transport Plan
(ITP) project for the Senqu Local Municipality (SLM). It establishes a comprehensive baseline
of the municipality’s current transport infrastructure, services, and operations. The analysis,
based on a review of existing policies and primary data collected from passenger and NMT
surveys (Feb-Mar 2026), diagnoses critical gaps and provides the evidence base for the
subsequent Needs Analysis and Strategic Framework.
SLM is a predominantly rural municipality characterised by a dispersed settlement pattern,
mountainous terrain, and a significant spatial mismatch between major economic nodes
(Lady Grey, Barkly East) and high-density residential areas (Sterkspruit/Herschel). This legacy
drives long-distance commuter movement and creates unique transport challenges.
